The most important aspect of figuring out your correct dosage of CBD is patience. It could be the exact answer to combat your anxiety, but you need to give yourself time to cater it to your body.
Week by Week
10mg is definitely a good place to start to make sure that you won't have any adverse reactions to the CBD. Although it's possible to feel the results after only a couple of days, it usually takes up to a week or longer, so don't be discouraged if you don't benefit immediately.
If your first week goes by without a hitch, then you'll be safe moving up to 20mg/day (10mg in the morning and 10mg in the evening) for the second week. Watch yourself and see how you react, and then continue increasing the dose by 5mg/day each week until you start to notice a difference.
Capsules or Oils
The only reason you might consider taking capsules instead of oils is that they're easy to swallow and don't leave a bad taste in your mouth. Some people don't enjoy the texture or taste of the oil and will opt for capsules instead.
However, oils have a greater bioavailability than capsules, which means that your body will get more CBD from the oils than from the capsules, even if the concentrations are the same. If you don't mind the taste of the oil, you might have more luck trying it out. Of course, you can always mask the taste by mixing it with certain foods!
