Which CBD product is good for a senior person with Osteoarthritis?

Hi, I’m looking for any advice about help with osteoarthritis for my mum who’s 78. She takes ibuprofen all day, every day, and it’s not much use! She’s tried a low-dose cream from High Street, but with no luck! I’m considering a high-dose oil under the tongue. Any thoughts would be welcome!
