Can skin rashes be contagious?

My sister and I live together, and she has started getting this intense red rash with blisters. I'm concerned that this could be contagious. What are the odds?

Some skin rashes are contagious when someone scratches their rash and touches another person. For example, shingles (which appears as a rash with blisters) can be infectious for people who haven't had chickenpox. But many rashes are not contagious. For example, dermatitis, acne, or a reaction to medication, are not contagious.
