Why is it illegal to grow hemp plants at home in the UK?

If they contain no THC at all then how can they be illegal? How else would we get CBD products?

According to the Misuse of Drugs Act of 1971, growing hemp plants at home in the UK isn't legally allowed due to the presence of high THC or THC in general. Even if you want to grow no THC hemp plant, it is still not permitted because it is still a hemp plant.
